Agent Starch was killed after he fell into a ravine while tracking suspected illegal aliens. After losing radio contact with him, other agents began a search of the Tecate Peak area in San Diego County, California. The search received air support from the U.S. Customs Service and U.S. Coast Guard. Agent Starch was located at the bottom of the ravine with severe head trauma and he was not breathing. Agents immediately began CPR but were unable to revive. He was pronounced dead at the scene.

Stephen,

Fourteen years now and I remember your departure like it was yesterday. Your memory continues to live strong in everyone lucky enough to have known you. Rest easy and continue to keep that watchful eye on those in green.

Rest easy.
