Officer Owens was shot and killed when he and his partner responded to a domestic disturbance call on Pecan Valley Road. As the officers approached the house the suspect opened fire on the officers, striking them both and fatally wounding Officer Owens. Officer Owens' partner was able to return fire and kill the suspect.

Your heroism and service is honored today, the 42nd anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.
