I don't know why he's been called home. There's not a single one of us that hasn't made the same maneuver that Todd did. While we were in the Academy, regardless of everything else, Todd always kept going, always managed to keep smiling. I don't think it was ever easy for him, but he never quit. That's how I'll remember him.

I haven't worked with Todd on many occasions, however it did not stop me from seeing that he was an excellent Trooper. He was a tremendous credit to his agency and a friend to all.
