Patrolman Edwin Stephenson and Patrolman Leward Rich were killed in an automobile accident while en route to assist another officer who was chasing a stolen car. During their response the police car left the roadway and struck a tree at Brook Street and Westwood Avenue, causing fatal injuries to both officers.

Patrolman Stephenson had served with the agency for three years.

Today I attended the Richmond Police Department Memorial Service for Officers that gave the ultimate sacrifice for our city and our community. My grand father J. Harvey Burke gave his life in service in 1925 and I was there today to honor and remember his service While at today's service I had the pleasure of meeting your son. He is a fine young man and I could tell that he misses and honors you tremendously.

Thank you for your service and may God always watch over you and your family. R.I.P.
