Officer Upton, this was a tragic error by a hunter, who mistook a man standing on two legs for a coyote. It's sad and something this hunter will have to live with for the rest of his life.

You gave your life in the service of man and nature. Your sacrifice will not be forgotten and your efforts on behalf of both were not in vain. I thank you for all you did in your career and hope you'll watch over all Forest Service Officers and help this from happening again.
