Lee was one of the first officers that I got to ride with before being hired on as an officer with the Moscow Police Department. He was an encouraging person -- full of humor and words of advice. Lee always had a smile on his face, and he will surely be missed.

Lee, because of your positive attitude and love for the job, you taught me how to also remain positive -- even in the most dire circumstances. Thank you. We will never forget you, brother.

Lee, your cheerful, sunny disposition will be greatly missed on our radio. You had that rare gift of 'smiling' with your voice, which in turn would place a smile on your dispatcher's face as well. I feel honored to have worked with you. My heart goes out to your family, friends and brothers and sisters in law enforcement. I miss you and will never forget you. Rest in Peace.

Although I left about the same time that Lee started work at MPD, I remember working many nights when Lee would come to briefing while working security at the U of I. He was always happy and smiling with his cup of coffee in tow. It is my loss that I did not get to know you better and my heart goes out to the family and the officers and coworkers at MPD and LCSO. RIP Brother.

LET YOUR SPRIT SOAr

Love gave me wings: I shall fly
I fly high in the heavens, soaring high above the earth
that once limited my ability to be free.
My vision is as clear as a cloudless sky, and I feel as
though I might never return.
"Such a delight" I feel the beat in my heart grow ever stronger and my sole is alive as never before.
The soft bellowed clouds the aurround me, my sweet Lord
has created for my comfort.
The sun that radiates through my very being, so I shall never be cold again.
Yes love gave me wings... wings for an eternity.

May you forever soar with the eagles.

Final Inspection

--------------------------------------------------------------------------------

The policeman stood and faced his god, which must always come to pass.
He hoped his shoes were shining just as brightly as his brass.
"Step forward now, policeman. How shall I deal with you?
Have you always turned the other cheek?
To my church have you been true?
The policeman squared his shoulders and said, No Lord. I guess I ain't.
Because those who carry badges can't always be a saint.
I've had to work most Sundays, and at times my talk was rough....
and sometimes I've been violent because the streets are awful tough.
But I never took a penny that wasn't mine to keep...
though I worked a lot of overtime when bills got just too steep.
And I never passed a cry for help, though at times I shook with fear.
And sometimes, God forgive me, I've wept unmanly tears.
I know I don't deserve a place among the people here.
They never wanted me around except to calm their fear.
If you've a place for me here, Lord it needn't be so grand.
I never expected or had to much but if you don't ...I'll understand.
There was silence all around the throne where the saints had often trod,
as the policeman waited quietly for the judgment of his God.
Step forward now, policeman. You've borne your burdens well.
Come walk a beat on heaven's streets.
You've done your time in hell.

The first time I met Officer Newbill was almost two years ago when I first did a ride-along with Moscow Police. I was a Criminal Justice student at LCSC in Lewiston and a reserve deputy in Payette. I was an outsider to MPD and while I did not know any of the patrol officers, (and likewise, they did not know me) I found all of them to be friendly. In particular one was Lee Newbill.

I recall Lee had several reports to do and it was past 1700 hours. He was on day shift at the time and was suppose to be off duty. Most officers I know, including myself, want to get home on time and the second the shift ends, it’s a bummer to have to stay and type those really boring detailed repots. Yet, he still had a smile on his face; was still joking and making others laugh. He sat and talked with me while we were in the PD getting ready to go out and patrol. But, it was his friendliness that helped me feel welcome during my first MPD ride-along.

I later did more ride alongs after the first and attended in-service training with other Moscow Police officers. In talking with Lee I could tell that he was one who truly cared about the Moscow community and would be willing to help anyone in any way – just as he did that first night I rode with MPD officers.

While there are many great memories and while I could talk much more about Lee, I decided to share this first time I ever met Lee Newbill and the everlasting impression he has left on me. It seemed as if each time I went to Moscow and talked with an MPD officer I always learned something new or was able to look at something in a new way. After college I took a position as a deputy sheriff in Payette County, went to the patrol academy, and didn't keep in touch with many of the MPD officers. Througout I've kept in mind what I've learned from MPD officers like Lee Newbill ever since.

Officer Newbill – you are a true hero to not only the Moscow community and to the state of Idaho, but to many young and inspiring officers as myself. Not only for your brave and altruism acts on the night of May 19, 2007 and into the morning of May 20, but for your day to day sacrifice to help others and make them feel welcome and safe in Moscow.
