This was my Uncle Frankie. My Daddy's youngest brother. I can barely remember him! I do remember the court contacting my dad about the clemency hearing. He told me that he told the court that he didn't give Frankie and chance at life and he didn't think that it was right to ask for freedom.

Frank, I was twenty four years old when I received the phone call from Lt. Fleming two hours early to report on duty. He did not tell me why but told me to report behind the shopping center. When I arrived was the beginning of the most awful day of my life and I am now 74 years old. I proudly served as one of your pallbearers.
I know you are in heaven with our father.

The Police Officer's Prayer to Saint Michael:

Saint Michael, heaven's glorious commissioner of police, who once so neatly and successfully cleared God's premises of all its undesirables, look with kindly and professional eyes on your earthly force.

Give us cool heads, stout hearts, and uncanny flair for investigation and wise judgment.

Make us the terror of burglars, the friend of children and law-abiding citizens, kind to strangers, polite to bores, strict with law-breakers and impervious to temptations.

You know, Saint Michael, from your own experiences with the devil that the police officer's lot on earth is not always a happy one; but your sense of duty that so pleased God, your hard knocks that so surprised the devil, and your angelic self-control give us inspiration.

And when we lay down our night sticks, enroll us in your heavenly force, where we will be as proud to guard the throne of God as we have been to guard the city of all
the people.

Amen.

Thank you for your service to our community. Your dedication & legacy will never be forgotten.

During my first week on patrol, my sergeant took me to the spot of this murder and told me the history of murderer and what happened on the night of this incident. I hoped that I would never have a shift like that but unfortunately we lost another officer due to a senseless act. Officer Todd Bahr was killed by a suspect after pursuiting him from the same shopping center where this officer was killed.

I was just a very young child at the time of your death, but I walk past your picture daily, and think of how fast life can change for a police officer. We just lost another of Fredericksburg's finest, Todd Bahr. I pray for you and your family. rest in peace brother.

Sadness has fallen again in Fredericksburg as we laid Officer Todd Bahr to rest today. You and Roy are on my mind as I patrol and are constantly reminded how quick life can change. Thank you for all that you have done and please watch over our brother. Rest in peace brother.

Officer Mines,
On today, the 42nd anniversary of your murder, I would like to say thank you to you and your partner for your service and sacrifice for the citizens of Fredericksburg. Your murderer spent the next 40 years in prison and died there-at least no bleeding heart judge or parole board let him out early.

At the beginning of every shift I supervise, myself and the other officers on shift dedicate the day to the memory of a fallen officer.

Tonight, May 5, 2004 we dedicated the shift to the memory of Officer William Franklin Mines and Officer Roy Glen Wright who died in the line of duty on this date 40 years ago.

When one law enforcement officer falls, we all stumble for a while, but we will carry on.

Officer Mines and Officer Wright's sacrifice will never be forgotten.

Officer Mines, friends, family and co-workers of the Fredericksburg PD, rest peacefully. William, the man that took your life forty years ago this May served out his sentence 17 Feb 2004 and died still in prison.
Our appreciation to Governor Warner, the family at ODMP, and the e-mails sent by officers concerned about justice being served was heard and clemency was denied. We as officers do not revel in death, but bow humbly before "Justice" in honor of the sacrifice Officer Mines paid so many years ago.
You are gone, but certainly not forgotten.
