For those that did not know Julio, he was a modest, somewhat shy person with a heart of gold. A well liked, respectable man. He worked many years as a U.S. Border Patrol Agent in the El Paso, TX Sector. He began taking flying lessons on his own with aspirations of flying for the Border Patrol. He pursued his dreams, no matter the risks. He was an honest man, loving father and husband, and is deserving to be honored by every American for his service.


Julio, I will miss you my friend and will look back on our friendship with great memories. Our detail to Boston, after 9/11, was one I will never forget. Rest easy Julio...may God bless you and your family.

You complete family are in my families prayers and god bless you. This is a dark time, but there is light at end of this tunnel and your heart will heal. My family is just starting to make it thru it with the death of my future son in-law Josh Norris (EOW Jul 5th 2007). I know you can not see pass the grief right now or believe you could have shed some may tears. What has helped my family and may help yours, remember your love ones laugh, those things that are unique to him, since they are truly what made him. Julio will always be with you, that gentle wind that dries your tears, that warm feel of an embrace when no one is near is his way of helping you heal.

Lord, we never asked that You always set things up
So that we could cut sign into the sun.
Even when we sweated gallons in the heat and
Our teeth chattered in the freezing cold,
We never asked You to stop the elements
Just for us.
In the midst of gasoline rationing and
Budget cuts,
We still went through doors,
We jumped the freights,
We rode the line.
We never expected You to change things

When one of us or an innocent was wounded or killed
We still trusted You;

To live our lives as Your officers
As we continue the line watch
