Patrolman Duggan, today is the 19th anniversary of your brutal murder and I can see by the reflections left, you are still missed terribly. I’ve read the reflections left by Melissa and can see that, even after all these years, she still misses her Dad. Don’t worry Melissa, so long as you and your two sisters and brother hold him forever in your hearts and minds, he’s never really left you and I’m sure he never has.

Continue to Rest in Peace, Brother and stay in the hearts of all who knew and loved you.

Your heroism and service is honored today, the nineteenth anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect or love. Your memory will always be honored and revered. Rest In Peace.

To Melissa and Tom Jr. and other loved ones: I am holding you in my thoughts and prayers today. Your family has had to endure so much, the brutal murder and then a travesty of justice. My heart breaks for you. I know that when our beloved family members are murdered that we all never want them or their sacrifice forgotten and we want justice.
Sadly and infuratingly, your family was deprived of justice.

Officer Duggan was one of the best cops Lpd had on their force with him. He was true to the laws and caring in all cases. The way he left his earthly life was uncalled for and brutal, the only peace to this all is that we know he is sitting at the right hand of God. He is watching over all of us. We miss you Officer Duggan.

"The Badge"

He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.

He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.

Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.

He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.

His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.

He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.

And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.

But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.

Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.

Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.

So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.

In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.

Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

Patrolman Duggan, today marks the 17th anniversary of your murder. Thank you for your years of service to the people of Lawrence and the Commonwealth. Your murder, as viscious as it was, was a shock to everyone who heard of it and your killers will face true justice someday.

You have never really left those who know and love you.

I left the Lawrence Police Department in 1981 and moved to Arizona. I knew and worked with Thomas Duggan during the years 1972 to 1981 and knew him to be a very good, honorable and caring man. I am sure he has been missed by his family and friends.

May God always be with you in life and death.

My little brother. I miss you. Mama always worried something would happen to you, You loved your job, and did it so well. Though compassionate, you were also fearless, and jumped in where angels fear to tread. unfortunately for us it took you to the lord much to young. We will meet again

The suspect was found not guilty on a technicality because of faulty jury instruction by the judge. He then committed an armed robbery whereby he bragged of killing a cop and getting away with it. He did 8 months in jail and roams free today.
