For Lieutenant Cliff Rouse:

Our job as law-officers takes us into many high-risk situations - among them is the robbery-in-progress. Arriving on the scene, or soon afterward, means encountering another who has already made the choice of using violence to commit a crime. This type of individual has always existed and will continue to exist. Our best defense is training, although our risk is never eliminated. We regret that our brother Cliff would become a statistic of yet another vicious killer. We are grateful to the other responding deputy who made a quick capture, and we now rely upon the courts to bring justice for Cliff.

We pray for Cliff's family, friends, co-workers and all who care about him. May they be ready to reach-out to one another in the days ahead.

I am proud to render Lt. Cliff Rouse a final salute.

• A PART OF AMERICA DIED.... Somebody killed a policeman today .... And a part of America died…. A piece of our country he swore to protect .... Will be buried with him at his side.... The beat that he walked was a battlefield too,.... Just as if he had gone off to war, .... Though the flag of our nation won't fly at half-mast .... To his name they will add a gold star.... The suspect that shot him will stand up in court .... With counsel demanding his rights,.... While a young widowed mother must work for her kids .... And spend many long, lonely nights... .. Yes, somebody killed a policeman today…. Maybe in your town or mine,.... While we slept in comfort behind our locked doors.... A cop put his life on the line.... Now his ghost walks the beat on a dark city street, .... And he stands at each new rookie's side; .... He answered the call… of himself gave his all,.... And a part of America died.

It is with a great sense of loss that I find myself entering another holiday season with the loss of another Officer. Too often, it is the holidays that drive a criminal into action, causing a reaction from an enforcement officer, and the offender commits an ever more serious offense. This causes me a lot of heartbreak during a time one should feel the joy of the Birth of Christ.
