While at Thanksgiving dinner tonight, I thought about you, your family, and your sacrifice. I cannot say the positive things that other people say, "He's in a better place," or "At least he died doing a job he loved." It's too sad and too tragic and there is nothing positive about it. Phil, Phil, Phil, where do I begin? I still can’t believe it. You were such a part of my life. For over two years my life depended on you. Every night, every call, I was safe knowing you had my back. You were one of the best friends I have ever had. You cared so much about my family and me and we love you so much! You did everything 110 percent. You never settled for second place.

I will always remember all those great fishing days. Whether we caught a ton of fish or nothing at all, you were always thrilled to be on the water. We shared a passion for the ocean that few people will ever understand. Just Monday morning we spoke about fishing and you were so excited to join me in the tournament. Well brother, you will still be with me in that tournament! You will still be with me everyday of my life!

Only God knows why you were taken from us so soon. I am trying to deal with all this anger and confusion. You were such a great person. I am so fortunate to have known someone like you. You were always so “Wired.” You always had to satisfy everyone and never thought of yourself. You accomplished more in 30 years than most people could ever even dream of. I know I always gave you a hard time about leaving our agency but the truth is I was so proud of you achieving your dream of being a Secret Service Agent. You would have been the best brother!

We also shared a passion for our families. You were so much a part of mine. You loved your family so much and I promise you my brother, I will take great care of them. I know you would have done the same for mine!

Lebido, you had a God given gift to protect people and make them feel better. I know you will watch over our brothers and sisters and keep them safe. I highly doubt I will ever meet many more people like you. It was an honor working with you and most of all calling you my friend. I would love to tell you to rest in peace now, but I know you would have none of that. You're probably running around like you always did. Society has lost a true Hero. In my heart forever brother!

I remember how I used to give Phillip a hard time about his hair sticking out in all different directions. I realized for a younger man this was the fad and he looked pretty "GQ" with it, but I always had the urge to make believe I thought his hair was messed up and I would pat it down for him. He would resist in a very respectful way but I would flatten some of it down and he would get riled up over that. I liked Phillip because he was a good, aggressive officer who was always happy just being a cop. I did not want him to leave our agency when he went to the Secret Service but I knew he would do well there.

The last time I saw him was when Bush came to Fort Myers and we talked a little about how things were going for him. He was in his glory and looked like the epitome of a young Secret Service Agent that day. I am honored to have known him, and saddened by this great loss to our profession.

After ten days of nobody new being added to the list of officers down, I was saddened today to come here and see your name. I am so sorry for the loss to your family, your coworkers and your entire community.
