Dear Deputy Heckle: Remembering you on this sad anniversary. I was in high school when this happened but it always remained in my mind. Bless you for your service. As my friend Larry Fasick said, this incident served as a learning scenario for officer safety and you probably have saved the lives of many officers.

I attended San Bernardino SO Academy # 1 in March 1964...During training regarding the use of flashlights, the instructor used the incident with Billy to reinforce the need to hold your flashlight away from your body with arm outstretched. Obviously stuck in my mind.
