Patrolman Duggan, it has been 34 years since you were taken from us. New England law enforcement has continued to thrive, learn and become safer due to the traditions and sacrifices you, your family, and many others have made for us. Thank you for your 18 years of law enforcement service.

I’m Shiloh, and I’m one of this man’s grandchildren. He was an amazing man, from what I hear my mother and my family say. Even the officers I’ve met who have known him have said amazing things. His death put my mom through a lot, and was the first in a lot of things to hurt her for a long time. Her brother, my uncle, too. Maybe things would be different if he had lived. But I’m glad he’s at peace now, and I hope he sees the person I become, and the person my mom is trying to be now. I hope somewhere he’s out there, encouraging me to do what I think is right.

Rest In Peace, I’ll only ever speak highly of you. You’ve absolutely earned it, grandpa.

My friend Melissa lost her hero and father that day. To know that these murders walked due to a technicality is horrifying. Rest easy Sir, you raised an awesome daughter who will never forget you and keeps you memory alive.

A terrible tragedy where your assailants may have escaped justice through the technicalities of a flawed justice system that favors the defendants, but they will surely face a higher authority and justice at a later time. Dear sir, I met your daughter and grandchildren tonight at a local restaurant. Each of them came to me individually as I stood in line to order and shook my hand, thanked me for my service, and offered the warmest smiles. To read your story after meeting these fine people is a profound thing that I can't exactly find the words to express. Wherever you are now, know that you have left a legacy within your family that radiates out through them to bring peace and solace to those of us behind the badge. Hey Grandpa, it's Richard, your grandson. I just wanted to say happy soon birthday, and I am being a good young man. I am trying to go where i need to go for my future, and will do so with honesty and pride. Thank you for making my future life a good one grandpa, while you were here you helped people and made many people happy. I may not have ever met you, but at least you made my mom and my aunt happy, and I will continue to remember you no matter what Mayor Lantigua says or does. Maybe I could be Lawrence Mayor one day and bring it all back. Hey another goal ;)

It's always the good that die young. Such a tragedy, but do not feel sorrow for this injustice, where good men are killed by bad men, who flee from justice. As there's is no escaping the eye of God. God beared witness to his great deeds, and saved a place in Heaven for him. Just as he reserved a place in Hell for the man who committed this atrocity and fled justice by getting off on a technicality. His time will come, and God's punishment will be just and righteous for it is he who is the truest judge. Worry not, his punishment will come, all I pray for now is the family he left behind and their wellbeing.

The untimely death of Officer Duggan was a terribly tragic event. It was an extreme shock to all brother officers, and definitely to his family as well.

Tom wore his uniform and badge with pride, and took the responsibility required of a LEO very seriously and willingly.

Officer Duggan was the second officer to be K.I.L.D. - ('Killed In The Line of Duty') in the history of the Lawrence Police Dept..

I have known your daughter Melissa for many years, I see now where she has gotten her strength, her smile and her love for her family. Melissa is very adored by everyone she meets. Thank you for looking after her all of these years. She was the best friend anyone could ever have, and Thank you for that. Mellisa, Thank you for your kind reflections on my Grandfather's page. It still hurts to this day 57 years later. All I had of him was his patrolman's cap, which wasn't crushed along with his body as it was dragged under Edward Arsenault vehicle. He was charged with DUI and vehicular homocide, found guilty and received 6 months in the county jail. I met your Dad a few times while growing up. Nice man. God Bless your Dad and my Grandfather, and to all those who serve to keep us all safe.
