I am so sorry to learn of the grievous loss of Lt. Kouski when he was killed in the line of duty. To the Kouski family, fellow officers, and all who call James beloved, my heart goes out to all of you and may you find comfort in your loved ones and your strength in your faith. When my son was killed, the entire law enforcement community in our area embraced us in a circle of love and support. I hope that you continue to receive that same kind of support. It makes the unbearable less torturous, and I pray for your solace.

This is sent with the utmost respect for the many years of dedicated service Lt. Kouski gave to his community and the residents of Illinois and for the supreme sacrifice he and his family made on April 3, 2021

The true measure of a person
is not found in the
might of their arm,
their wealth
or their power –
it is found in the strength
of their character.

There is no greater testimony to
ones character, than ones
willingness to sacrifice all,
in the noble quest of
providing protection to all
whom they serve.

It's been a week! I was blessed to work with you for 8 years as your dispatcher. I've known you for over 19 years. I am so grateful that I was able to run into you a week before you passed. We picked back up where we left off. You were not only a boss but a friend. You were so close to retiring. I can't stop thinking about you. I truly never saw this happening to you. You were always safe and backed your guys up no matter what. I hope you are looking down on all of us. You were a protector on earth and now a protector in heaven. You are truly missed. Thank you for always taking care of 911. We love you and miss you.

I feel how weak and fruitless must be any word of mine which should attempt to beguile you from the grief of a loss so overwhelming. But I cannot refrain from tendering you the consolation that may be found in the thanks of the Republic they died to save. I pray that our Heavenly Father may assuage the anguish of your bereavement, and leave you only the cherished memory of the loved and lost, and the solemn pride that must be yours to have laid so costly a sacrifice upon the altar of freedom.

Yours, very sincerely and respectfully,

Abraham Lincoln
