This new annex houses Fort Bend County Sheriff’s Office deputies, and provides space for the Fort Bend County Fire Marshal’s Office and the Environmental Health Department.

The 16,800-square-foot facility was named in honor of Fort Bend County Precinct 4 Deputy Constable Caleb Rule, who was fatally wounded in a friendly-fire incident in May 2020. The annex houses the Sheriff’s Office, Fire Marshal’s Office, and an Emergency Command Conference room. The Sheriff’s Office is the primary user of the building, with criminal investigation offices and briefing, touchdown and support spaces for patrol offices.

The site includes a parking lot, vehicle fuel stations for patrol cars, and a helipad to support the Sheriff’s air operations.

I have the pleasure of hosting your wife and oldest daughter in LA this weekend. Eden is a member of my support group Blue_Wives_Matter, a 501(c)(3) nonprofit that honors fallen officer's spouses and children, regardless of cause of death. I reached out to her shortly after you were killed and offered her the support of the many members in our support group who have also lost their LEOs but this is the first time I have had the pleasure to meet her and your daughter.

I have been sending your children law enforcement patches every month as part of my Patches of Honor program. It is a monthly reminder that neither you, nor your family, will ever be forgotten. Eden says the kids are building quite the collection! This warms my heart to hear. Tomorrow they will be meeting with an Anaheim police detective and they will be gifted with a special challenge coin each and what they don't know is that he is also giving her challenge coins for each one of your kids to take home to them too. And he is going to let her know that APD welcomes your family as a part of their family anytime they need anything and anytime they come back to visit me or Disneyland in the future. They honor their word too. They have been working with me and other families in my support group for years now and anytime I call them they always make themselves available.

You are watching over your family from Heaven Caleb and we are watching over your family here on Earth and I promise you we always will. God Bless you up above and may HE hold you up in his arms forever for the incredible sacrifice you made in the early morning hours of May 29th, 2020. You are missed every single day by so many but by Eden the most.

Caleb, our family is so honored to have known you. You were one in a million and I have never seen such a young admiring husband and father. You were always so proud of Eden and your beautiful children. Always helpful to everyone, truly a Servant of the Lord. A rare, honorable man and officer. It seemed like you always had a story or silly joke when we saw you and your kindness towards others was admirable. I can still see you fixing pageant hair for the girls and beaming over “the boy child.” One time I saw you folding clothes at one of the never small Rule birthday parties. You said you wanted to help Eden so she could rest the next day. I remember thinking how great it was to see a solid marriage and appreciative husband to a beautiful wife. You truly loved her so much. This world is lacking without your presence but I know you are watching over your amazing family and God must be building a huge army of guardians since he called you home. My prayers for the Royal Rules.

"My Brother"

Although I never met him, I knew him.
He was idealistic and believed he could make a difference.
He was immensely proud of the uniform and the badge and what they represent.
He felt privileged to be of service to his department, his community and to his country.

He was a cop.

Although I never met him, I knew him.
He was friendly, courteous, and polite, yet firm.
He laughed and joked, but was serious when necessary.
He was competent, trained, and professional.

He was a cop.

Although I never met him, I knew him.
He had a strong sense of right and wrong and became
frustrated when true justice became sidetracked.
He felt the sharp criticism that goes with the job, but he
never wavered.
He stood by and for his fellow officers.

He was a cop.

Although I never met him, I knew him.
He longed for his family during the long hours.
He worried about them during his shifts and the lonely
weekends, holidays and midnights when they were apart.
He felt guilty about the lost time, but knew his calling
and prayed they would understand.

He was a cop.

Although I never met him, I knew him.
He was a good son, a loving husband, and a devoted father.
He was dedicated to the profession and cared about the
people he served.
He wanted to do the best job that he could and strived to
be the best he could be.
He was a good citizen and a good neighbor.

Yes, I did know him.

Caleb, it is so hard to believe that I am reading about you on ODMP. You were an outstanding deputy with a work ethic to be respected. Although I only knew you for a short period of time I will forever be grateful to have met you. After attending your funeral it became very apparent to me that not only were you an outstanding deputy, you were an outstanding husband, father, son, brother and friend to many. Your death has given me a new outlook on life as this tragedy hit to close to home. RIP 14C12, I will always remember you and the ultimate sacrifice you have made. God Bless your soul!
