Rest in peace brother. Condolences and prayers to the Ortiz family and to the Officers of the El Paso Police Department and Horizon Police Department. I knew David when he was a Police Officer in Horizon. David was a true professional and was always willing to help out. After he joined the El Paso PD, I remember talking to him and he was so proud to be a member of the El Paso Police. I was deeply sadden by the news of his tragedy.
