The city of Bismarck has lost a great man. Fellow officer's at BPD have lost a great Sergeant.

Steve was one of the most approachable people that I have ever known. He could talk to a stranger and within minutes they each knew of someone the other knew. He had a quick sense of humor and loved to tell jokes, good or bad, mostly bad ones.

He was the first one to tell you good job and the last one to ridicule you.

Rest in Peace my Friend you will be greatly missed.

Many years ago Steve was a 1LT in the ND National Guard and assigned as a platoon leader in Company A(-) 164th Engineer Combat Battalion, Washburn, ND. I, at that time, was a young Sergeant and the Personnel NCO for the unit.

I recall Steve trying to balance his military commitment, work for the Bismarck PD, and most importantly be a husband and father. Imagine the difficulty of doing all three/four of those things. I do not recall Lt. Kenner coming unglued; he maintained his military bearing at all times. I worked with him on a few of his tasks in the unit and also recall him deciding to hang up his hat. He needed to focus more on his family and job. He didn't want to leave the military, but new it was the only way to balance all other things, including his young children.

Steve successfully completed 11yrs of duty as a reservist. His professionalism in the Bismarck PD carried over to the ND National Guard. He was a great leader.

Sergeant Kenner, I want to THANK YOU for all your years of dedicated service to your community. I met you when I was a teenager when you were investigating a fatal crash, in which I was an injured passenger. You came to my home and interviewed me a couple times. At the end of the second interview, you gave me your phone number and told me that if I needed someone to talk to, to give you a call and we would go get a soda pop. Thinking back, I now realize that this event – and your concern – greatly contributed to me choosing a career in law enforcement. To the Kenner family, you have my sincere condolences. I hope you can find peace in knowing that Steve positively influenced the lives of more people than you will never know.

I heard of Steve's death while out of town. I have been in complete shock all weekend. I know Steve through the work that he has put in with the Fraternal Order of Police. I got the pleasure to get to know Steve and hang out with him while in Missouri and in Boston. Steve was a good man! I think all who had the pleasure to meet him would agree. I pray for you Steve and I pray for your family!

Bismarck PD is the most professional and competent Law Enforcement Agency I have ever worked with, and Sgt. Kenner, by all accounts maintained that standard.

Sgt Kenner was a great man. I got the pleasure to know him as a young man serving with the BPD Law Enforcement Explorer Post #507. Sgt Kenner would stop by occasionally and see what we were up to during our meetings, or before or after and he always had that mischievious grin on his face. It was always contagious.

He always had a joke ready as well as a little nugget of advice that always seemed time appropriate and, if listened to, would always seem to help in one way or another. In some ways, it taught me to grow up and hopefully become a better person.

Steve, yor shift is done. You are now 10-92 - Shift Complete, At Home. Rest in peace!

To Steve's family - I'm sorry for your loss. Steve will be missed by many and all who knew him. Remember, as long as you keep him in your hearts and in your minds, Steve will never truly be gone.

To the members of BPD - My heartfelt condolences are with you. You have lost a great man and a great officer. Keep your heads high knowing that you were lucky enough to serve with such a wonderful officer.

I also have know you for 31 of your 32 years at the BPD. We worked together for 23 years and I miss you guys every day. You were not only a great co-worker but a goodfriend.
I still remember when I wrote 120 tickets in a month to beat your 100 tickets the month before and you promptly wrote 130 tickets to beat me.
You were a great officer, a super teacher. You helped all of us stay up to date on new methods of handling bad guys and to stay safe out on the street!
I miss Steve, you were a good buddy and a professional officer.

When I heard of this senseless event, I was stunned with disbelief that this could have happened. I have had numberous occassions to interact with Steve at work and he was always so cheerful and pleasant. I enjoyed our brief visits. He was a big man in many ways, but he needed a place for that big heart. My heartfelt sympathy for Deb and their children. He will be missed by all those who knew him.
