Reflections for Lieutenant Thomas Clifford "Cliff" Rouse

Lord Jesus, as we watch America’s Peace Officers succumb to the wicked and evil in this world, Shot and Killed in the Line-of-Duty, it becomes difficult for us to pick up and move forward. Our communities are on the brink of exploding with tension. In light of the peace officers who are no longer with us, I pray for endurance for our communities and law enforcement agencies. Carry us through this time of strife, that through our struggles, our bonds may grow even more unbreakable. In Your mighty and holy name, I pray. Amen.

Holy Scriptures on Law Enforcement’s Mission:

“For the policeman [peace officer] does not frighten people who are doing right; but those doing evil will always fear him. So if you don’t want to be afraid, keep the laws and you will get along well. The policeman [peace officer] is sent by God to help you. But if you are doing something wrong, of course you should be afraid, for he [the peace officer] will have you punished. He [the peace officer] is sent by God for that very purpose. Obey the laws, then, for two reasons: first, to keep from being punished, and second, just because you know you should.” [Romans 13:3-5 TLB]

As a former Dougherty County Police Officer myself and Lt. Cliff Rouse started out together on the force. We had some great times together brother. As I’m sitting here looking at pictures of us together I’m still in disbelief, Cliff was a Stellar Officer and Military Veteran ! We will meet again!

Lt. Rouse I remember meeting you around the county line when I worked for the neighboring Sheriffs Office in the next county over. I will always remember our conversations and never forget you. You were a fine example of a Law Enforcement Officer and I'm proud to say that I knew you.

it really warms my heart to hear so many good things about my cousin. he was a good guy who was taken away from all of us. he made everyone smile every time we came around and I have a feeling that he did the same thing at the force. I began my law enforcement career with the Dougherty County Police Department in 1996 and Cliff was my training officer. I remember the things that Cliff taught me and carry them with me to this day. He was an excellent police officer and a true friend.

I was thinking the other day about Cliff and how much he is missed. I was on duty when our tones dropped to a suspect shot and for some unknown reason Cliff came to my mind. I know we all pick at each other about being smoke eaters or cop-o-meters, but in the big scheme of life we rely on law enforcement to keep us safe just as law enforcement relies on us to keep them safe. We are one big family, and when one hurts, we all hurt. I miss you my friend and my brother!

Your heroism and service is honored today, the first anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

Time never diminishes respect. Your memory will always be honored and revered. I pray for the solace of all those who love and remember you for I know both the pain and pride are forever. I hold your family in my heart's embrace today.

I never knew you, LT, but I will never forget that night. Between dispatch announcing an officer down, and hearing the bagpipes days later, that whole week stays in my mind constantly. Knowing that you and all our fallen brothers are watching and guiding the rest of us, however, gives me strength and courage while serving. I can only hope that it is even an ounce of the bravery you showed that night.
