oh chad my heart aches for you i want you back to see that beautiful smile on your face i want those kisses on my cheek and the i love yous everytime we saw each other im so proud to have had the most loving and caring brother as you were even though i know your in a better place then i am i was always scared to die and i have told you that but the day you went to heaven i was no longer scared to die because i know you will be there when its my turn to go god has a perfect angel now you were the best brother anyone could ever dream to have out of the 29 yrs i had with you i can never remember us ever having a fight or argument and thats what eases my heart so baby brother you fly with those angels and i will be there one day to see that beautiful smile

Chad you were one of the best. I will never under stand why things like this must happen. I will always remember the great father, (from all the times you talked about Aubrey to the times you put her on speaker phone and had that great smile and glow on you face telling her that you were catching bad guys, that you loved her, and would see her later) officer, (from all the times you made a difference by stopping crime especially in inclement weather. You always said just because the weather is bad that does not mean crime stops and you always stopped it) and friend you were (from all the meals, drinks, jokes, and just hanging out we had together). You will be sadly missed my friend and brother in blue please watch over us. RIP in brother....

Though I never knew him, he was part of my Law Enforcement family and I will mourn this deep loss the rest of my life. My heart aches with all the losses we have suffered, and continue to suffer, through the years. God is our only peace in such incidents & our only real comfort comes from Him. May His strength, comfort & peace continue to be the sustaining force in the lives of all who knew this beloved officer; and may it somehow help to know they do not grieve alone.

Officer Spicer was on speed-trap duty about 3 weeks ago when I was visiting family in Georgetown. He stopped my mom for going about 8 miles above the posted speed. I remembered well the West Market Street patrol car spot!

He could not have been nicer. I am very sorry for his family's loss.
