God has his way of picking the ones he wants close to him and each time he chooses an officer, he chooses someone amazingly courageous. Your wife and children are in my thoughts, and your memory will live on forever.

Dearest family/co-workers of Michael Smith Phillips,
I am so saddened by the loss of your loved one and fellow officer. You don't know me but we are now forever connected as Police Survivors. As a former police widow w/ 2 small children and co-founder of C.O.P.S, I have walked your journey.
Michael valiantly fought the evil of this world and now experiences something far more beautiful than we can even imagine. Something we will have to patiently wait for until the day we too are called "home".
I pray the Lord wraps his loving arms around you all and gives you a peace and strength that can only come from Him during this difficult time.
Be Blessed,

Probation/Parole Agent Lynn BeBeau

I was one of Mike's staff instructors at the Hampton Roads Regional Academy of Criminal Justice 99 class. He was a bright and motivated student. He loved this job and gave all he had on a daily basis. Mike was an ambassador of our profession and a true humanitarian. He will be missed. My thoughts and prayers are with you and your family.
