My brother was a very caring and gentle man. He was one of those people that are very rare and a breath of fresh air.Joe loved people and showed he did in the way he treated them, he always told me that it took too much energy to hate someone and he would laugh and say he was to lazy to hate. He was always ready to step up and help do what was needed. I've got a void in my life with his passing that only seeing him again someday can fill. He was a hero in many ways and many hearts, But to me he was above all HE WAS FATHER AND A BROTHER AND A FRIEND. JOE REST IN PEACE WITH OUR HEAVENLY FATHER YOUR WORK ON EARTH IS DONE.ILOVE YOU YOUR SIS JUDY

There will never be another Joe Howard. I can't recall a time seeing Joe when he wasn't in a great mood. He had a way of brightening your day just by coming around you. One of a kind indeed. I'll sure miss him.

I talked to him about two hours before his passing. He and I went almost everywhere together. I followed in his footsteps approximately 9 years ago when I decided to become a police officer. He seemed to be so proud of me.I use to ride around with him and help him serve papers and we would ask each other advice all the time. Some nights he would come out and patrol with me. I love you dad and know that one day I will see you again in Heaven. Rest in Peace. I love you.
