To Kevin's family I offer my deepest sympathy. It is hard to accept when when a brother so young in his prime losses in life under such circumstances. But it is not ours to reason why. We can find confort in knowing that he is in a better place and fullfilling a greater plan now. Kevin, Rest well my brother. We have the watch.

Today I sat in the crowded bleachers with your classmates from 104th Basic and hundreds of our fellow officers from around the Commonwealth and nation. You are missed by everyone who knew you or the legacy of service you left behind. Although I never worked with you, it became absolutely clear to me that you were a stunning example of why the Virginia State Police is the finest law enforcement agency in the Commonwealth.

On the surface, time passes quickly, we've grown and changed, moved far away from our sheltered home, and written and called less and less... But beneath the changes in our lives, we've kept the solidity of our friends, experiences, and memories of our childhood so close at heart.

You'll never be gone, because the memories of elementary school recesses, and high school basketball games, and church field trips, and summer afternoons playing soccer in your yard are the threads in the fabric of all us "Millboro" kids.

We are, in that sense, so proud to be part of the fabric that made you such an honorable and just member of our community, and of our State.

Our hearts go out to your mom and dad and all your brothers and sisters, our friends. Know that they will always find you not only in places, and faces, and memories, but in themselves.
