Ed,

It has been eight years since your passing. You've been in my thoughts often...This is the first time I've been able to actually write about you. I remember the first time I met you, it was at BelAir barrack and you were waiting for the "kiddie bus" (cadet truck). We later laughed about our initial meeting when we worked together in the Narcotics Division. I am blessed to have worked on several cases with you and even more blessed that you were my friend and brother". Thank you so much for your tireless efforts to help others and rid the cities of America of drugs. For those that do not know, you were MSP's ace undercover officer.

You had a smile that could light up a room and a heart that was even bigger. I know you are with our Savior. Rest my friend until we meet again.

As the world remembers you as TFC Edward Toatley, I will alway remember you as my homey MC. As we grew up together you were a major influence in my life and always had that warped witicism and sense of humor that eventually would make someone think. Like the brother I never had there was always love whether eating dinner at your parents house or you eating at mine.

As your career with the MSP began I felt honored you had given me the opportunity to ride and experience your career which gave me a different outlook on the agency. But I knew that you were going to bigger and better things when you told me I couldnt ride anymore.

I knew then that you were on that quest to make a statement to society and demonstrate how a First Class Trooper could benefit Maryland. I miss you "dogg" and your often on my mind from the time that we shared here. To watch Twon I know that your influence is still around, it just couldnt be you to go away and not leave a mark just to make someone smile.

On the 8th anniversary of Trooper Toatley's death, we honored his service in our patrol briefing by reading his entry from ODMP. Each day, we honor one fallen officer on the anniversary of their death so as to keep them in our thoughts, and also to remind us of the dangers inherent in our job. Trooper Toatley is not forgotten.

"The Badge"
He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.
He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.
Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.
He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.
His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.
He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.
And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.
But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.
Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.
Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.
So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.
In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.
Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

As the 7th year anniversary of your last tour, rolls upon us I reflect on the best narcotics investigator and true friend that I could have worked with. You truly were the most professional and dedicated UC there was. Inez and your children should be proud and always hold there chins up. Many Troopers and Officers who worked with him have the wonderful stories and memories of him that will carry him on earth forever. God has him now and one day you will see him again. Thanks for everything you taught me ED and everything you did for the Salisbury and Wicomico County communities. With all respect.

I still remember that morning I got the call that you had been killed just like it was yesterday. Maryland State Police might of known you as Ed but to Turners Station, you were MC. I started the Battle of The Badges Law Enforcement in his honor in April of 2001, Its now in it 7th (2007). Trp. Both Ed and I began the Academy, January 1984 and graduated June 15th. He always kept tough moments light. We both were young, full of vim, vigor and vitality. It was difficult to hear of this tragedy, knowing he was attempting to put a criminal in jail. Though this is a risk of the job, its unfair to have good lives taken from family and friends. My prayers are for the family to continue to 'get through', because you never 'get over' the loss of a love one.
