Frankie Lee Lingard was not only my cousin but a dear friend. I remember the old days when he worked in Hampton County, and I would visit for ride alongs. He was the ultimate professional.

His integrity and love for law enforcement were unquestionable.

I lost a love one and S. C. lost a very special officer.

Frankie was my friend. We attended Drill Sergeant School together. He was always the professional. When I became an ROTC cadet, he always called me "Sir", even though I told him not to.

I was at his funeral. It was obvious that he was a loved and admired man. I know that he was a man who loved his family, his job, and his God. I will see him again one day when my time to "go home" comes.

I will never forget you, Frankie.

First Sgt. Lingard, I remember the firt day that I met you. It was on October 1, 1997. I was a sophmore at South Carolina Sate University. I was at the Orangeburg DMV, when you came out and I spoke with you. I told you about myself and my hopes of becoming a South Carolina State Trooper. You told me to "finish college and come see me." I was at home for winter break in Laurens SC when they showed your picture on the news, I told my mother that I had met you only once, and was saddened by the loss of one of South Carolina's finest. The day I met you remains vividly with me. Though you knew nothing about me, I was planning to see you on in December of 2001 when I graduated from South Carolina State University. Though we never met again, I fell as if we did, the day I graduated. Thanks for the moment of hope that you gave me in my pursuit of a career in law enforcement. Rest in Peace

As I watched the family of First Sergeant pass through the endless line of gray uniforms, I found myself praying that I shall never have to walk that same path. As I watched the State Trooper's with tears falling shamelessly, I knew I would never be able to take that step through the gray uniforms, for there would only be one I wanted to see. As I continued to watch the family, I saw something I did not expect. The love and tenderness that showed in their eyes as they look through that thick line of gray uniforms, it was truely amazing. I again prayed to my father above and asked that if I ever had to face that line of gray uniforms, that they would be there with the same respect and comfort as they gave First Sergeant Lingard's family. May God's unconditional love and protection be over First Sergeant's Family and all those Officer's who continue to walk the beat.

In the simple performance of duty, he pinned on a badge, checked his gear with a practiced eye, and kissed his loved ones good-bye.



In the simple performance of duty, he reported for work, joked with his buddies at roll call, and made his last trip down the squadroom hall.



In the simple performance of duty, he answered the call to help the helpless, to find the lost, no matter the danger or how great the cost.



In the simple performance of duty, we honor his deed, as we carry him to rest in a flag-draped casket, long after the world has forgotten, we shall never forget.

I graduated the Highway Patrol Academy in November of 1996 and was sent to orangeburg county. Myself and F/SGT Lingard became close friends. I know I will meet up with you again someday.

I never met First Sergeant Lingard, but I had the misfortune of meeting the offender who fired those fatal shots that night. I was a security officer at M.U.S.C. in Charleston S.C. at the time and was stationed in the E.R. that night. The offender was brought into the Medical University at the beginning of my shift and that is when I learned what had happened. Trooper Lingard's passing was the closest I had ever been to an law enforcement officer shooting at that time. Since then I have become an officer myself and his memory and the circumstances surrounding his passing are always at the front of my mind, especially during traffic stops. Never will a day go by that I will not wear the dept. issued safety vest, which is optional and hot in the summer time, but the memory of what happened that dark night so many years ago seems to always stay with me. I would like to say thanks to Trooper Lingard for his years of service and let the family know that he will not be forgotton as long as I am on the job. God Bless you all.
