Reflections for Deputy Sheriff Richard Scott Owen

Rest in peace Deputy Sheriff Owen.

Richie was my childhood friend. I went back to my old neighborhood today to pass by my old house. I had to pass by Richie's house and I saw Mrs. Owen(Richie's mother) so I stopped and said hello and asked about Richie. I hadn't been in that area since 1996 and she told me what happened to Richie. I was so deeply saddened. Richie was always a great kid. I remember riding big wheels with him, then skateboards, then bikes, and eventually having our first cars. Richie was the kindest kid I remember knowing. We lost touch shortly after becoming adults. I will always remember us as kids playing in the front yard. My hearts goes out to your family Richie. My father died when I was three years old, and my mother always told me that the Lord takes the good ones when they're young. Richie was one og the good ones.

Your heroism and service is honored today, the 11th anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.

"The Badge"
He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.
He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.
Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.
He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.
His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.
He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.
And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.
But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.
Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.
Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.
So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.
In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.
Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

I was very pleased to see people that are/were close to Rich have posted comments to date. I met Rich shortly before his death. He is my inspiration for pursuing my career in law enforcement. Since Rich's death I have never met another peace officer that has had the effect on the community as Rich had. My thoughts and prayers remain with his friends and family.

I wish to extend my deepest sympathies to the family, coworkers, and friends of Deputy Owen. Many of our brothers and sisters are gone, but none are ever forgotten. May you rest in peace. Then I heaard the voice of the Lord saying, Whom shall I send? and Who will go for us? And I said "Here I am. Send Me!" ISAIH 6:8

This is really hard for me to write because I have known Rich since the age of 4 in San Diego, CA. When we were growning up, we both dreamed of being cops. There are many things I wish I could have said to Rich especially when we considered each other as family. I am proud that Rich followed his dream of going into law enforcement.

For my best friend, I will always remember your smiling face.

RICH AND I WORKED AT THE BENTON COUNTY TOGETHER FROM THE TIME HE STARTED THERE. I CAN REMEMBER WHEN HE STARTED. WE WERE BOTH IN THE JAIL. WE WORKED THE SAME SHIFT IN THE JAIL AND IN THE FIELD. HE WAS ONE OF THE MOST PROFESSIONAL PEOPLE I HAVE EVER SERVED WITH FROM THE MILITARY TO LAW ENFORCEMENT. HE WAS NOT JUST A GOOD OFFICER, HE WAS A GREAT FRIEND. HE WAS ALWAYS THERE WHEN YOU NEEDED HELP, EVEN AWAY FROM THE JOB. HE IS MISSED EVERYDAY. I HAD LEFT BENTON COUNTY FOR A NEW JOB AND HE WAS WORKING MY AREA OF THE COUNTY WHEN THIS TRADGEDY HAPPENED. I CAN'S HELP BUT THINK IF I HAD BEEN STILL THERE RICH WOULD STILL BE WITH US. I KNOW THESE KIND OF THINGS HAPPEN, BUT WHEN IT HAPPENS TO SOMEONE YOU ARE SO CLOSE TO YOU CAN'T HELP BUT TO THINK IT IS YOUR FAULT. RICH I KNOW YOU ARE WITH OUR SAVIOR AND HE HAS YOU AND SITTING RIGHT NEXT TOO HIM. I CAN JUST SEE WHAT YOUR NEW HOME ABOVE LOOKS LIKE. I KNOW ONE DAY I WILL SEE YOU AGAIN IN THE SKY.
