Inspector Richard Winter died from illnesses caused by inhaling toxic materials while partaking in the rescue and recovery efforts at the World Trade Center site, following the 9/11 terrorist attacks.
Inspector Winter had served with the New York City Police Department for 37 years and was the Commanding Officer of the Fleet Services Division. A U.S. Navy veteran, he is survived by his wife and child.
