Bureau Chief Charles Mills was killed in the September 11, 2001, terrorist attacks while attempting to rescue the victims trapped in the World Trade Center.

Chief Mills had served in law enforcement for 40 years. Before serving with the Office of Tax Enforcement, he had served with the New York City Transit Police Department, Schenectady Police Department, and the Troy Police Department. He is survived by his wife and five children.
