Chief Milstead was shot and killed by a man while he and another officer were placing a second suspect under arrest at the scene of a domestic disturbance. The other officer shot and killed the suspect.
Chief Milstead was survived by his wife.

My cherished son Larry Lasater was a fellow police officer who was murdered in the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.
