Franklin P. "Frank" Carr

Patrolman Franklin Carr was shot and killed while attempting to arrest a man who had shot and killed a woman the day before. The man got angry and shot her when she refused his unwanted advances. Several officers had him surrounded in a street car when he opened fire killing Patrolman Carr and wounding an innocent bystander in the leg. The other officers beat the suspect to death.

Patrolman Carr was survived by his wife, four children and stepson.
