I first met Steve Licon in 2001 when I transferred to the Santa Ana CHP office from the Capistrano CHP office.

He was a very dedicated and conscientious motor officer, and we soon became friends. There was a group of about 10 of us, including the Captain, a Lieutenant, and a Sergeant that would gather in the back parking lot to pray before hitting the day shift beat. I was the front desk officer at that time.

The last time I saw Stevie alive we were at the Academy together, it was approximately a year before he was killed. He was there for some training, I was there helping out at the range with pistol inspections.

Steve, I just want to say I miss you brother, and I pray for your wife and daughter often. You are not forgotten. I will see you again when Christ returns.
