Sergeant Rife was shot and killed during a robbery attempt at the 5400 block of Livingston Terrace in Oxon Hill, Maryland. Sergeant Rife was off duty when he was approached by a suspect who brandished a handgun and attempted to rob him. Sergeant Rife identified himself and drew his service weapon. Shots were exchanged and both men were mortally wounded.

Sergeant Rife was able to call for help and was flown to a local hospital where he later died.

Sergeant Rife had served with the Metropolitan Police Department for 13 years and was assigned to the Prostitution Unit. He is survived by his wife and two children.

A humid hot summer night I recall in the streets and the dispatcher was cracking out calls to the Seventh District units. We were all pretty exhausted in those days from constant running . I wish often that I had recordings of just how insane it all was as one after another came calls for everything a cop can be called for. But one thing I have never forgotten was one of the frequent neighborhood brawls with all the usual screaming and yelling and 7 d units just wanting to clear the scene and be out of there. Rife turned to one of the loudest and most antagonistic of the crowd and he wagged his finger back and forth , hitched up his pants like a High School Football coach and said " It's all fun and games until somebody looses an eye "! He cracked everyone up and defused the whole scene. Your humor and good nature will never fade. I have given my life to God since the days we all chased that radio. God Bless you and all of our Police Family then and now. Coop . I pray to see you again.
