Officer Elkins was killed when his motorcycle was struck by a vehicle while he was escorting a funeral procession.

The vehicle which struck Officer Elkins had been stopped at a stop sign. This driver's view was impaired by other vehicles. However, the driver proceeded into the intersection when a third driver signaled that it was clear. A collision with Officer Elkins resulted. The driver of the third vehicle fled the scene. The driver who struck Officer Elkins was charged with failure to yield.

Officer Elkins had been employed with the New Iberia Police Department for four years, and is survived by his wife.

I am kind of choked up as I type this. I read all of the reflections dedicated to you. Only to have known you, which I was blessed!

I am laughing through my tears remembering the times that you worked with us in Communications. Although at the time I was with the SO, we literally planned the meals we were going to cook just to watch you pig out! I am certain that I can speak for Bridget, Charlotte, Ms. Debbie, Aunt Claire, Ms. Wendy, Ms. Linda and Ms. Sheila that work was truly a party and a hilarious time when you dispatched with us! Twelve hours flew the heck by only for Sunday to come and we do it all over again. God forbid when those pots weren’t stinking when you thought they should have been....ABSOLUTELY HILARIOUS!!!! You could never stop talking about your wife, the baby nor your parents and siblings. If only you all could have seen the joy in his eyes and laugh at the humor when he described moments about things that happened.
BUT... that dreadful accident, those lines went crazy!!! The worst words ever to hear, “OFFICER DOWN” and to do roll call, call your number and nothing....talk about hurt couldn’t explain it for anyone I could see through a flood of tears. What was crazier was that we were all on shift again when the procession passed in front of the Comm Center and PD and took you took you to your resting place. Torn up..... You surely made your mark and left it EVERYWHERE!!! Such a beautiful spirit.

What brings all of this to the forefront? I saw one of the biggest picture of you Wednesday at LPSO painted by Major Fournet. It is beautiful!

I am certain that you are flying high, it’s not even a question because you did everything real big!
