Bill was an Explorer advisor when I was in the program. He was a professional, and he mentored a lot of us younger people interested in law enforcement. When I rode with him, there wasn't much that threw him off and he was very calm - it just seemed to me like he'd done everything there was to do in law enforcement. He had a heart to serve people, and treated everyone right. The type of deputy I think we look for in 2020, Bill was already that 20+ years ago.
