Officer Penrod died on February 5, 1997, from injuries he sustained on April 5, 1990, when he was struck by another vehicle while investigating a traffic accident. The injuries left him totally disabled in a number of physical areas and he was never able to return to duty.

Well Cap'n it's been 28 years since we got the call that you had been hit by a car driven by a 16 year old girl that was DWHUA. We hoped your injuries weren't serious, but it wasn't to be. For the next seven years we watched you fight. You always said you would get back on patrol and maybe that's why, even years later, you had such a positive attitude. Even when you were in the hospital you smiled that smile and joked around with Marty and me. It was the last time we would see you. Carol is with you now and I know it was a joyous reunion. As you can see by my signature I have a new mission. I was inspired to start this project with you and Ken in mind. I know you are watching over all of our blue blood brothers and sisters that have the watch now. When we go to coffee we often laugh about some of the trouble we used to stir up when you worked for Price PD. Your picture still hangs in my living room.I miss you my friend and think of you often. Until we meet again......
