Trooper Rulong was struck and killed by a drunk driver while investigating an accident on WV 25 near Institute, West Virginia. The 49-year-old woman who hit him was charged with drunk driving and manslaughter. She was convicted of involuntary manslaughter and sentenced to one year. She was paroled after serving less than three months.

Trooper Rulong had served with the agency for just under 2 years. He was survived by his wife and daughter.

According to the widow of Trooper Bill Dickson, who was investigating the accident along with Trooper Rulong, it was a cold day. Trooper Rulong was in the police cruiser to get his winter coat and clipboard. As he exited the cruiser, the drunk driver's car trapped him between the door and the body of the cruiser. Sadly, he received fatal injuries during the incident. Trooper Dickson was also struck and injured but eventually recovered completely.
