Captain Rowe was killed in an automobile accident on Route 17, Broome County, while returning from a gambling raid. One of the tires on his car blew-out, causing his car to go out of control and strike a sign.

Captain Rowe was a WWII and Korean War veteran. He had served with the New York State Police for 18 years and was assigned to Troop C.

On today, the 50th anniversary of your death I would just like to say thank you for your service and sacrifice-not just as a Law Enforcement Officer but for our Country as well when you served with the U.S. Army during WW II and the Korean War. And to your Family and loved ones, I wish to extend my deepest sympathy.
