Deputy Sheriff Randal Richter was shot and killed while investigating a suspicious vehicle.

During the investigation the subject in the car shot him in the head with a handgun, that he then threw into a nearby river. The subject, who was on parole for robbery at the time, plead guilty and was sentenced to life in prison. The man died while serving his sentence in prison.

Deputy Richter had served with the Montgomery County Sheriff's Office for 18 months.

A younger guy you took under your wing. Gave me the keys to your Monte Carlo. Tried to teach me the guitar. Talked of life and gave me life lessons. We took skydiving lessons together and boated on St. Mary's. After 45 years, you are still a part of me. My youngest son went through the academy and called me after his first day at the shooting range named after you.. He is now a detective in Columbus and has read all the newspaper clippings about you so he understands the risks. On this anniversary I raise my glass to you. Till we meet again.
