Richard Stanley Phelps

Patrolman Richard Phelps was killed in an automobile accident during a vehicle pursuit.

He had joined a chase that came into his borough and was attempting to pass the vehicle. While entering a curve he ran off of the road and travelled until striking a steel barrier at a gas station gas island. Patrolman Phelps, who was not wearing his seat belt at the time, was transported to a local hospital where he succumbed to his injuries.

The juvenile suspect was arrested and sentenced to juvenile detention.

Patrolman Phelps was a U.S Army veteran of the Vietnam war and had served with the Lemoyne Borough Police Department for 15 years. He is survived by his two daughters.

On today, the 30th anniversary of your death I would just like to say thank you for your service and sacrifice-not just for your Community but for our Country as well when you served with the U.S. Army during the Vietnam War. And to your Family and loved ones, I wish to extend my deepest sympathy.
