I respectfully ask that you DENY PAROLE to Terrence A. Green, inmate #325034. The inmate's murder of Police Officer Kyle David Olinger of the Montgomery Police Department should preclude any and all consideration for parole.

On Wednesday, August 13, 2003, Police Officer Kyle Olinger made a routine traffic stop in Silver Spring. When he noticed one of the passengers trying to conceal a handgun under the seat, he ordered the man to drop the weapon. Instead, inmate #325034 shot Officer Olinger in the neck, injuring his spinal column. Officer Olinger was paralyzed from the chest down until he succumbed to complications from his gunshot wound on Thursday, April 18, 2019.

During the sentencing of inmate #325034, Police Officer Kyle Olinger stated, "There are things worse than death. For me, it's paralysis." Officer Olinger described "pain, humiliation, and misery I have been going through" since he was shot on a downtown Silver Spring street. In interviews, he reflected, "Everything I loved to do in life I can no longer do." He had been an avid runner, weight lifter, and martial arts student. Before his death, Officer Olinger theorized in a Facebook post that fear of shooting a young black man, and igniting tensions, might have played a role in his decision not to use force before inmate #325034 grabbed his gun. He chose not to use deadly force and to give inmate #325034 a chance to surrender. But inmate #325034 shot him and fled.

Officer Olinger was a U.S. Marine Corps veteran and a dedicated member of the Montgomery County Police Department. Most importantly, he was a father of two boys, a brother to two sisters, an uncle to several nieces and nephews, and a grandfather to three grandchildren.

As a concerned citizen and in the interest of public safety, I again respectfully ask that you DENY PAROLE to inmate #325034. Justice demands that he be made to spend every remaining day of his FULL SENTENCE of life without parole in prison.
