Dear Parole Board Members:

I ask that you DENY PAROLE to Floyd Graham, inmate #A137967. This inmate's violent murder of Patrolman Frederick Vacha in 1973 should preclude any consideration for parole.

Patrolman Vacha was devoted to helping people and saving lives. Still, he was brutally attacked and murdered while attempting to keep the citizens of Cleveland safe. On June 20, 1973, Patrolman Vacha and his partner patrolled the East 89th Street and Buckeye Avenue area, where they observed a male acting suspiciously. Inmate #A137967 was carrying a handgun. When Patrolman Vacha called out to the man, the suspect immediately opened fire with a 9mm handgun. One of the rounds struck Patrolman Vacha in the head, killing him instantly. The other officer was struck in the ankle and wounded.

Patrolman Vacha was a dedicated officer with the Cleveland Division of Police and was assigned to the Impact Task Force. He was survived by his wife, his two-year-old daughter, his parents, and three brothers. His son was born after he was murdered.

Should he be released, inmate #A137967 would pose a clear and present danger to all citizens and law enforcement officers in Ohio. Inmate #A137967 had a long history of convictions and had been off parole supervision for only a month when he murdered Patrolman Vacha. Therefore, it is imperative he is kept behind bars for his complete sentence.

As a concerned citizen, and in the interest of public safety, I ask that you DENY PAROLE to inmate #A137967. Justice demands that he spend every day of his life in prison.
