Scott,

I can not believe it has been over ten years since that day. I still remember everything as if it were yesterday. You were a great man, you made a good impression on me when i as a young boy, both you and Les were family to me. I still mourn your loss and Les's loss everyday. I now wear a badge over my heart just like you did. I hope i can be as good as an officer as you were. Thank you for all the laughs and thank you most of all for your friendship. You will always be missed.

"The Badge"

He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.

He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.

Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.

He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.

His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.

He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.

And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.

But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.

Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.

Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.

So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.

In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.

Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

Scott,

I didn't know about your death until I read it here on this site. The tragedy with which you and your fellow Trooper met death was humbling to read to say the least. I am sorry for what happened to you that day - and it is indeed a comfort to know that people of your caliber are out there on the roads day in and day out helping us "civilians."

I realize these are just words but I have the utmost respect for you and your fellow Trooper and Officers everywhere. Thank you.

I was only a boy of 12 on that summer day when your life was cut short by a man with a rifle and an agenda. The last ten years have given way to several interpretations as to what unfolded when you pulled that man over in that parking lot. With opinions as to how your young life came to end the fact remains the same,you made the ultimate sacrifice and for that you will always be remembered Trooper Phillips. Two years ago I visited the Fallen Officers Memorial in Concord NH and ran my hand over your name and Trooper Lord's name both etched in granite as I remembered the events of that day as they unfolded on the television. I vivdly remember hearing of your tragic encounter with a man who had no reason or rational thinking. My father also lost a close friend that day. Like you and Trooper Lord and Mr. Joos, Vickie Bunnell also fell victim to that tragic hot day during that New Hampshire summer. In closing, rest easy Trooper Phillips,you have not been forgotten by this New Hampshire boy.

Scott,
I never had the chance to meet you, but have heard the great stories about you and your relationship with the people there. Working with the Division, I had the opportunity to work in the North Country and visit your place of rest. It was a somber moment, yet my FTO and good friend of yours, Scott Stepanian, shared his rituals and thoughts with me. As a rsult, I think of you every time I see a Mountain Dew and make sure your plate number is in the snow so everyone knows the sacrafice you and others have made. Gospeed and watchover us from above until one day we can meet face to face.

Each time I read about a brother officer who has given his all, having recently been involved in a gun battle myself, I thank our Heavenly Father for keeping me safe, yet I find myself asking Him when will the carnage to my brother officers cease?

To the family and loved ones of Trooper Scott Edward Phillips and his fellow officers with the New Hampshire State Police:

On this the first anniversary of Scott's tragic death, I wanted to honor and remember him today. Scott's professionalism and dedication will never be forgotten, nor will his valor and courage. I also salute his patriotism to our country through his military service.

In reading the loving reflections left by his friends and co-workers I can see that he was very well respected and is sorely missed. I hope that God is holding him in the sweetest part of his heart and the most gentle part of his soul.

I am so sorry that Scott was robbed of his life so tragically, but through his heroism and the profound sense of duty with which he lived his life, he made an immeasurable difference. May his spirit continue to soar and may his memory continue to inspire.

This reflection is sent with the utmost respect for the dedicated service Scott gave to his community and the citizens of New Hampshire, and for the supreme sacrifice he and his family made on August 19, 1997.

Scott,

I only met you once, and it was when I was about 13 years old. Someone had broken into my parents camp and you were the officer who was handling the investigation.

I'll never forget the awful day that you made the ultimate sacrafice.

Now it's 8 years later and I'm a Police Officer myself. The other day I went to the cemetary with my parents and looked at your stone.

I think about you and Les often, even though I never really knew you. Watch over all of us. God Bless!

Dear Troopers Lord and Phillips,

I attended your funeral just a few months ago. It was a very difficult and eye opening
experience for me. I have since had time to reflect upon it. Ever since I was young I have
wanted to be a Trooper and follow in your foot steps to serve and protect. I have always known
of the danger of the job and the chance my life could be taken in the line of duty, however
never before did it hit home the way it did with you two. As I stood in ranks watching your
caskets being moved into the gym and saluting the two men I didn't know, I was heart broken to
think of your families and what you left, to put this, your life, on the line and to lose. I
know now more then ever I want to stand there where you once stood. I want to stand tall, and
proud as a New Hampshire State Police Trooper and do the job the way you both did it every day
of your lives with grace and perfection. Thank you for the inspiration, and know I will always
remember and keep with me the thought and remberance of you both as I work in law enforcment
and carry on all the days of my life.

      I just wanted to let you know that everyone here is thinking of you
and Les. The holes left by your absence are much too vast to fill. I saw your father at
Officer Charron's funeral, only a little over a week after yours, and he is doing well. Having
the support of your brother Troopers has meant a great deal to him and I wanted to let you know
we will always be there for him and the rest of your family.

      Those who knew you will remember you for how you lived. Those who
didn't know you will remember you for how you died. All of us will remember the sacrifice you
and Les made so that others might live. Thankyou...

In the short time that I have been with the Division I have been introduced to many brother Troopers. You were one of only two standouts that just left a huge impression on me. Even though we never worked the same shift together or spent any great lengths of time talking, you came across as one of most sensible and sincere people I have ever met. I remember after you and Les were murdered watching Division members being interviewed on television, about the type of Trooper you were. They all said you were a professional. You were so much more than that. That was too generic a term to describe you. Remember that night you came up to Wentworth's Location to relieve me at that crime scene? Twelve hours later I come back to relieve you and instead of sitting in the cruiser being a cop, you were across the street, in uniform, helping that guy weld the muffler back on his skitter. In just those few short hours you left lifeling impressions on me about what it really means to be a North Country Trooper.

Your death has left so many people with a pain that could not have been imagined. You would be so proud to see how Troop F and Colebrook has rallied around Christine and the kids, helping them through this. Forgive me for not coming to your funeral, but I was the one of the "chosen few" that had to stay out and cover the road. You know how that works sometimes.

I miss you like a brother, Scott. There is a hole in my heart that is going to hurt for a long time. I wish that you were still with your family and with us. You will always be in my prayers. God Bless.
