Tonight, your twin brother, Allen, joins you in heaven. I find comfort in the fact that the two of you are together again, as you were on earth; inseparable, competing the way you liked to do, so long ago. I trust you to watch over him as you did our community.

My father never got the chance to say it to you here, but know that he missed you everyday of his life.

"The Badge"
He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.
He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.
Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.
He's cursed and assaulted often,
The one whos blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.
His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.
He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.
And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.
But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.
Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.
Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.
So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.
In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.
Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.

What a shame that the 2nd suspect was never held accountable for his actions - at least not here on Earth. He will be held accountable by the ultimate Judge and Jury!

Forty years ago you saw fit to start an explorer program sponsored by the San Pablo Police. I was one of the first scouts to join. Although I had the desire to be a police officer, I knew nothing about police work. You were my friend and mentor for many years. It is mostly because of you that I was able to become a police officer within a large metropolitan police department, serving a successful career, retiring in 1993. I honestly believe that without your mentoring, I would not have been able to achieve my goals. You are dearly missed, not only by your family, but by persons like me whom you took under your wing.

Bobby, we attend the Parole hearing for your murder Friday, we are keeping the murderer in prison for another year, we pray for justice and they will keep this convict off of the street forever. He really deserve the death sentence not life with the possibility of parole, Charlotte, Allen, Ray, James and I will do what we have to do to prevail in keeping this murderer where he belongs.

A MEMORIAL RESOLUTION

RELATIVE TO MOMORIALIZING ROBERT WHEELER

WHEREAS, It wa with the most prfound sorrow that word was received of the passing of a most able and highlly respected San Pablo Police officer and life-long resident of Western Contra Costa County, Robert Wheeler; and

WHEREAS, Rober Wheeler served his country with honor And distinction as a sergent in the United States Marine Corps from 1954 to 1957, returning to begin his successful career; and

WHEREAS, His invaluable and unselfish commitment to the needs of others was effective. and included leadership as police adviser for Explorer Scouts, 18-year member of the San Pablo Police Officers Association, and as vice commander for the Mount Diablo Sea Scouts; and

WHEREAS, Mr. Wheeler contributed withouty the slightest hesitation to the needs of the San Pablo community, the state and nation, and earned the great respect and sincere friendship of all who had the pleasure of associating with him; and

WHEREAS, Contra Costa has prospered immeasurably as a result of Robert Wheeler's dedicated and loyal service and leadership in the community; and

WHEREAS, He is survived by his wife, June, two sons, Michael and Raymond, a brother, Allen, and a sister, Mrs. Charlotte Halpin; now, therefore be it

Resolved by Assembly John T. Knox, That he expresses his deepest sympathies at the passing of Mr, Robert Wheeler, and by this resolution,
memorializes his admirable contriblution of resposible citizenship and dedicated service to his community and nation, as well as the love and devotion he displayed on behalf of his family and friends and be it further

Bob, I just found out about this web site, we miss you very much, you were a good husband, father & policeman, you did your best, you gave 18 years to the San Pablo community and 20 years to us. I still have your #21 stainless steal badge along with your flag. We go to parole hearing at least once a year, Charlotte, Al, Ray, James and myself we are hoping for justice for senseless passing.

To Officer Robert Wheeler, his family and friends, and the San Pablo Police Department:

It has been twenty eight years since your death, but you are not forgotten. Your valor will be forever remembered and honored. I remember when you were murdered as my late husband grieved for you as an old classmate. Another good friend, Ray Morris, also served with you. It is so sad that you had to die as a victim of a brutal murder.

It must have been a terrible blow to your department to lose such a fine officer under such tragic circumstances.

This reflection is sent with the utmost respect for the many years of service you gave to the community and the citizens of California, and for the supreme sacrifice you and your family made on August 4, 1977 in the line of duty.
