On behalf of our entire family, we wish to pay honor to Scott's memory on the twenty-first anniversary of the day he so tragically lost his life. His valor and service will be forever remembered.
Your department has faced much adversity and heartache in recent years. I know they mourn the loss of all of their heroes.
This reflection is sent with the utmost respect for the years of service Scott gave to his community and the citizens of Texas, and the supreme sacrifice he and his family made on February 6, 1988.

I can remember when you came into motors. On the day that you had the wreck, I remember that you had just gone 10-8 from eating lunch with Angie. Cpl. Moad had called in for assistance with a burglary suspect and you were responding. I was also on motors but was riding in a vehicle that day training a future traffic officer, Brian Moersch. We were about four blocks away when the dispatcher asked if you were okay and when there was no response, she called in motor officer down at 17th and Tom Green. We arrived about 45 seconds later and found you lying in the middle of the street. WE admistered first aid to you until the paramedics arrived but we could only do so much. The chief came to the scene and asked me if I would work the accident but I really didn't want to. But as a friend and motor officer I ended up working the accident. I came to see you in the hospital several times until you were moved to Dallas. I saw your father, Stan, several times and asked about you. I know that you fought it with everything that you had but finally you had to let go. You will be missed and I still think about you and Angie. Kelley and I did like going to lunch with Angie and you. My you rest in peace and I will see you later at a much better place.

"The Badge"
He starts his shift each day To respond to calls unknown. He drives a marked patrol car. A police officer he is known.
He's paid by the citizens' taxes To make it safe on the streets. But he usually has a second job 'Cause a waitress has his salary beat.
Now he doesn't know a holiday 'Cause he works all year round. And when Thanksgiving and Christmas finally arrive At his home he cannot be found.
He's cursed and assaulted often, The one whos blood runs blue. He seldom ever gets a thanks, To some he's just a fool.
His friends are always other cops 'Cause people just don't understand That underneath his badge and gun, He's just another man.
He knows there might not be a tomorrow In this world of drugs and crime. And he gets so mad at the court system 'Cause the crooks don't get any time.
And each day when he leaves for work, He prays to God above. Please bring me home after my shift So I can see the ones I love.
But tonight he stops a speeding car, He's alone down this ole' highway. It's just a little traffic infraction. He does it everyday.
Well, he walks up to the driver's window, And his badge is shining bright. He asked the guy for a driver's license, When a shot rang through the night.
Yes, the bullet hit its mark, Striking the officer in the chest. But the Department's budget didn't buy Each officer a bullet-proof vest.
So he lay on the ground bleeding. His blood wasn't blue - His blood was red. And briefly he thought of his loved ones 'Cause in a moment the officer was dead.
In the news they told the story Of how this officer had died. And some who listened cared less, But those who loved him cried.
Well, they buried him in uniform With his badge pinned on his chest. He even had his revolver, He died doing his best.

Well Scott I was just checking out the website and found your name here. I talk about you alot on different subjects but most of all about working out in the old gym. I left OPD after 15 years and went to work for the District Police Department. I did something that we always talked about doing together and that was work narcotics, my partner in narcs was a great partner and friend David Tavarez. I have not seen Angie or the kids in a few years but maybe someday. I feel like I'am sitting here just writing you a letter and in a way I guess I am, anyway God Bless You and we all miss you. Scott, I just found this websight and hoped you were listed on here. We miss you and will always remember you.
Scott's death was much more than just an accident. He started at the department a little after I did and we were both young officers when this occurred. Scott was coming to assist me as I called for help on the radio while wrestling with a burglar suspect who was armed with a knife. There was another suspect in the vehicle I had stopped and I was worried enough about things to call for help. Scott was answering that call and was just two blocks away when he became involved in an accident with another vehicle at an intersection. Scott left behind a wife and kids and gave his life coming to the aid of a fellow officer.
I just want to tell Scott thanks. I can never repay you Scott for what you were trying to do, but I want you to know that I will not forget you. I have visited the memorial in D.C. several times and even took my kids to see your name there. I also continue to pay tribute to you every year at our department during Officer Memorial week in the hopes that I can do at least something to keep your memory alive and honor you for what you were doing for me.
