Your heroism and service is honored today, the 22nd anniversary of your death. Your memory lives and you continue to inspire. Thank you for your service. My cherished son Larry Lasater was a fellow police officer who was murdered in the the line of duty on April 24, 2005 while serving as a Pittsburg, CA police officer.
Time never diminishes respect. Your memory will always be honored and revered. Rest In Peace.

"The Badge"
He starts his shift each day To respond to calls unknown. He drives a marked patrol car. A police officer he is known.
He's paid by the citizens' taxes To make it safe on the streets. But he usually has a second job 'Cause a waitress has his salary beat.
Now he doesn't know a holiday 'Cause he works all year round. And when Thanksgiving and Christmas finally arrive At his home he cannot be found.
He's cursed and assaulted often, The one whos blood runs blue. He seldom ever gets a thanks, To some he's just a fool.
His friends are always other cops 'Cause people just don't understand That underneath his badge and gun, He's just another man.
He knows there might not be a tomorrow In this world of drugs and crime. And he gets so mad at the court system 'Cause the crooks don't get any time.
And each day when he leaves for work, He prays to God above. Please bring me home after my shift So I can see the ones I love.
But tonight he stops a speeding car, He's alone down this ole' highway. It's just a little traffic infraction. He does it everyday.
Well, he walks up to the driver's window, And his badge is shining bright. He asked the guy for a driver's license, When a shot rang through the night.
Yes, the bullet hit its mark, Striking the officer in the chest. But the Department's budget didn't buy Each officer a bullet-proof vest.
So he lay on the ground bleeding. His blood wasn't blue - His blood was red. And briefly he thought of his loved ones 'Cause in a moment the officer was dead.
In the news they told the story Of how this officer had died. And some who listened cared less, But those who loved him cried.
Well, they buried him in uniform With his badge pinned on his chest. He even had his revolver, He died doing his best.

It is difficult to wrap my brain around the fact that Stephen has been gone for 20 years. I can look back and consider how many different directions my life has taken over the course of these years and the changes the time has brought. Stephen has since had a nephew who has his name and been reunited with his father and both grandmothers. Stephen was an inspiring person in life and has continued to inspire me even in death. How fortunate I was to love him and have been loved by him. I can still distinctly remember his laugh which is truly a blessing. He may be physically gone, but he left behind an imprint on my heart that lives on. Carol wife 2007-05-01
I was so very saddened to recently learn of Trooper Rouse's death. I didn't know him, but I knew his parents, especially his mother when we were in high school together in Kentucky. I was a senior when she was an 8th grader. The Trooper's parents were wonderful people and I'm sure he was a son anyone could have been proud of. ASA "Buddy" ROUSE, Walton, Ky. I had the pleasure of meeting Stephen when he backed me up on a traffic stop, while I was working as a Police Officer for the Coral Springs Police Department, in Broward County, Ironically he was returning from a Police funeral when we met.
We made plans to get together with our wife's, and go to dinner, unfortunatly those plans were not to be. Stephen was very passionate about job as a State Trooper. Although I only knew Stephen a short time, he had a great impact on me and my family.
Rest in peace my friend, you truly made a difference, I think of you often.

I did not know Stephen, but I met his wife Carol when he was killed as I am Officer Emilio Miyares, Hileah Police Dept. who was killed a few months before Stephen. Carol is a beautiful person and just by knowing her I think we can all imagine the type of person her husband was.
We all love you and all the other officers killed in line of duty.

My thoughts and prayers go to the family and friends of Trooper Rouse. Though it has been over ten years since his death I hope they know his dream of making the world alittle safer is still alive and well in the hearts of his brothers and sisters in blue.
