Officer Justin Billa, you were not only a fellow officer in my law enforcement family, I considered you a friend. We worked many an extra job together, we laughed and shared humerious times. During the time I got to know you, I quickly was able to see; that you exemplified what a Police Officer is by your professionalism and dedication to the badge you wore. As well you were clearly a dedicated husband and father.
