Standing at attention in their class “A“uniforms, badges gleaming and shoes like glass, are your brothers and sisters of Law Enforcement. All of whom have previously paid the ultimate price.
Today, like many others, they welcome you to this wonderful place.
As you march down the Avenue of the Fallen, all eyes focus on you as if to say “it’s OK, you’re with your eternal partners.”
A salute is followed and a tear can be seen on so many faces.

My condolences to the family and friends of Corporal Stephen J. Ballard. Losing a loved one is always difficult. Please take comfort in Jesus words found at John 5:28, 29 where he said that there would be a resurrection. Just think about that time when you will see your loved ones again, in paradise conditions, here on earth. Once again, my condolences.

Words cannot express how I feel and have been feeling since I learned of the death of Corporal Ballard. I frequent that wawa and I have seen you several times in that area as I have always keep an eye out for fellow brothers and sisters in the law enforcement family. I just keep thinking what if I was there, could I have saved you. I know in my heart that I would have helped you in any way I could have, that is just the nature of this job to not only help the community but to watch out for each other. May God bless you and your family and Heaven smile upon your legacy and accomplishments in this short time. I thank you for the service you provided to our community. Job well done. Rest Easy Corporal Ballard we will never forget you.

The Delaware State Police mourn the loss of Delaware State Police Corporal Stephen Ballard as he lost his life by being shot and killed in the line of duty. He will be missed by every Delaware State Trooper. My thoughts and prayers are with his family and with the Delaware State Police. Next May, his name will be on two memorials. The first one in Wilmington and the second one in Washington.

I enjoyed having Stephen as a student of mine in the Navy Junior ROTC program at Bowie High School. He was a good student and cadet and participated in many of our community service events. We were FaceBook friends and I thought his recent wedding pictures were so nice. I was very proud that he had gone into law enforcement. My heartfelt condolences and prayers go out to his widow, family, fellow State Troopers, and all who mourn Stephen's passing. Rest In Peace Stephen.

In Honor of your Sacrifice and for your family and friends, I salute you as a HERO!

"The Badge"

He starts his shift each day
To respond to calls unknown.
He drives a marked patrol car.
A police officer he is known.

He's paid by the citizens' taxes
To make it safe on the streets.
But he usually has a second job
'Cause a waitress has his salary beat.

Now he doesn't know a holiday
'Cause he works all year round.
And when Thanksgiving and Christmas finally arrive
At his home he cannot be found.

He's cursed and assaulted often,
The one who’s blood runs blue.
He seldom ever gets a thanks,
To some he's just a fool.

His friends are always other cops
'Cause people just don't understand
That underneath his badge and gun,
He's just another man.

He knows there might not be a tomorrow
In this world of drugs and crime.
And he gets so mad at the court system
'Cause the crooks don't get any time.

And each day when he leaves for work,
He prays to God above.
Please bring me home after my shift
So I can see the ones I love.

But tonight he stops a speeding car,
He's alone down this ole' highway.
It's just a little traffic infraction.
He does it everyday.

Well, he walks up to the driver's window,
And his badge is shining bright.
He asked the guy for a driver's license,
When a shot rang through the night.

Yes, the bullet hit its mark,
Striking the officer in the chest.
But the Department's budget didn't buy
Each officer a bullet-proof vest.

So he lay on the ground bleeding.
His blood wasn't blue - His blood was red.
And briefly he thought of his loved ones
'Cause in a moment the officer was dead.

In the news they told the story
Of how this officer had died.
And some who listened cared less,
But those who loved him cried.

Well, they buried him in uniform
With his badge pinned on his chest.
He even had his revolver,
He died doing his best.
