I miss you everyday buddy. You were a selfless and honorable officer, every time I’m in Arlington I drive by our old hangout spots. Those fun times have never erased from my memory. Thanks for being a great friend and a hero to all of us in Arlington. We miss you! Rest easy.

Harvey! It’s coming up to four years now since you’ve been gone. Sometimes I find it hard to believe, other times I laugh about the memories we had together. My heart aches still, but my great fullness for out friendship is eternal. You were one of the best officers I ever knew!

As a young officer, Harvey would find the parties and hangout, getting to know the kids/young adults--I was one of them. He made sure nobody was driving drunk and that we were safe. He was easy to talk with and really seemed to care. He couldn't have been more than 3 or 4 years older than most of us. Years later I worked with Harvey and reminded him of how we first met. He laughed, as he always did- then reminisced about "the old days". We would talk...
One night, he and I were on a call, behind a school, tracking a suspect- it was freezing cold with snow and ice on the ground. When the track was finished, were standing on the outdoor basketball court, just talking and joking- Harvey loved to talk...K9 Russ was on the long lead and running slow circles around Harvey for several minutes--out of nowhere Russ took off running, after a cat. All of the leather lead that was loosely wrapped around Harvey's legs tightened, quickly, and I swear poor Harv was completely horizontal, about 4 feet off the ground, screaming, "Dammit Russ!" Sadly, he broke his elbow/arm...but I couldn't stop laughing! Sorry Bro!

Another night, he and I were on an endless track through the streets (west end of the Pike) and the dense woods of the adjacent park- it was about 45-60 min of walking through nasty, thick brush. It was one of those 95 degree nights with 1000% humidity, but he followed Russ and I followed him. As we eventually circled back to our starting point I heard, "Dammit Russ!" as Harv realized we'd been tracking cats for the last hour! Miserable and wet, we talked...he liked to talk...I miss you Bro! Thanks for the protection, friendship, and the memories. Rest in peace!

I want to first apologize for this late reflection. Please know that I was with the Arlington County Police Department during the awful day of 9/11/2001, and also when you were an Officer and there was so much admiration for you.

I have since joined another department and had the opportunity to go to the service with our current Chief to pay our respects, and I had the opportunity to meet your mother. What a wonderful lady she is.

I will always remember you and please realize that the world is a better place because of you. I will see you again one, my friend.

I served with Harvey in the Virginia Army National Guard for a few years back in the early 1990s. He was an excellent soldier and very good infantryman. He had a great sense of humor and was fun to be around. I always remembered him, and am sad to find out he passed away.

My heart aches as I just learned of your passing today while attending the National COPS conference. I remember your smile, encouragement, and knowledge when I first started with ACPD as a new officer. I will always remember September 11th, wishing I could be there to help in the aftermath of the Pentagon attack and praying for you and all those who were there to respond. Dear Harvey:

15 years have come and gone since that horrible day, yet we are still losing our beloved law enforcement officers to the cowardly and despicable acts of that day. Thank you for responding to the Pentagon and involving yourself in rescue, and then recovery acts.

I hope that the gruesome task you and others had, of recovering body parts of the deceased, and ultimately your own death as a result of the contaminated air, remains in the forefront of Americans thoughts FOREVER. I wish that every American would wake up and realize to what extent our law enforcement officers are willing to go to, to save them.

Your selfless acts of courage and commitment cannot ever be allowed to be forgotten. Our profession is one of the most difficult professions, yet we do it, day after day, cognizant of the risks we take. You made those of us here, proud of you. Our badge shines brighter, and our profession stands taller, because of you and the many others who gave everything they had for their fellow Americans.
