On today, the 40th anniversary of your death I would just like to say thank you for your service and sacrifice-not just for your Community but for our Country as well when you served with the U.S. Air Force. And to your Family and loved ones, I wish to extend my deepest sympathy.

Garland Joyner was a true friend and good police officer. I had recently been hired. Garland welcomed me even though I came here from being a State Trooper from Fla. When I came to Portsmouth, Garland was the first person I met and rode with. He showed me the city, where to eat and where to go, under a big shade in Churchland. Garland also made sure I knew how to dust for finger prints.

When Garland passed we all said there was too many unanswered questions. I was pleased when evidence showed that it was not suicide but foul play.

I hope that in coming years, the case will be solved. RIP Garland.
