God didn’t promise days without pain, laughter without sorrow, sun without rain; but He did promise strength for the day, comfort for the tears and light for the way.

It was the hardest thing ever to hear "Your Last Call", but truly an honor to you for serving well, it was something I never wanted to hear, for every day I find myself wishing you were still here. You were the best cousin ever, and I always hoped you would be at our family gatherings so I could see you, I always asked, "Is Charlie going to be there??" I'll always cherish the times we shared, and will always be glad for the time we did spend together. I wish I had seen you just one last time, but I'm glad I hugged you when we last said good-bye. I am proud of the person you were and the things you accomplished, and to see all the people who love and care about you. The night of your accident, Brady said to me, "Don't worry mommy, he will always be right here" as he patted his heart and then mine. Very true I said.
Goodbyes are not forever.
Goodbyes are not the end.
They simply mean I'll miss you
Until we meet again.
Rest in Peace....
Love you always,
Tina

As you departed the bonds of this earth and touched the face of God, know that the service and dedication you had for your department, its fellow officers and the citizens of your community will never be forgotten. May God comfort in this time of sorrow your family, your fellow officers and all those whose lives you have touched. You have served your time in hell, now rest comfortably in the arms of God. We’ll take it from here.

My heart goes out to the Licato family, friends, and all his law enforcement family. I hope the family will take a great deal of comfort in knowing that he will never be forgotten for his dedication and sacrifice to the people of Harford County!
I worked with Charlie for a short time at the end of my dispatching career for the HCSO and he was always a kind and professional officer with a smile on his face.
He will be missed!

His Judgment Day:
The officer stood and faced his God, Which must always come to pass. He hoped his shoes were shinning, Just as brightly as his brass.
"Step forward now, Officer, How shall I deal with you? Have you always turned the other cheek To my church have you been true?"
The officer squared his shoulder and said, "No, Lord, I guess I aint, Because those of us who carry badges can't always be a saint.
I've had to work most Sundays, And at times my talk was rough, And sometimes I've been violent Because the streets are tough.
But I never took a penny That wasn't mine to keep.. Though I worked a lot of overtime, when the bills got too steep.
And I never passed a cry for help Though at times I shook with fear. And sometimes, God forgive me, I've wept an unmanly tear.
I know I don't deserve a place among the people here. They never wanted me around except to calm their fear.
If you've a place for me here, Lord, it needn't be so grand. I never expected or had too much, But if you don't...I'll understand.
There was silence all around the throne, where the saints often trod. As the officer waited quietly for the judgment of his God.
"Step forward now, Officer. You've borne your burdens well. Come walk a beat on heaven's streets, You've done your time in hell"

I have laid down my life in service to all of you.
I have been a part of the fabric that has held the line between your safety and your victimization.
As I now become a part of the rich history of law enforcement, please remember me always for I have left behind those who loved and depended upon me.
I have given my life so that others may live in peace.
My partners and my agency, please remember my family, their loss, and don’t let time soften your compassion for them.
You guard the gate now and I will continue my watch from above.
MAY YOU REST IN PEACE AND MAY YOUR FAMILY FIND COMFORT IN THE GOOD YOU HAVE DONE HERE ON EARTH.
