Reflections for Officer Franke Arthur Story

Sandra Goff Brandt. I knew, respected and admired your Dad. We rode graveyard shift together in 68. He had a part-time business and told me about his daughter who was an airline stewardess and he got to fly all over for the cost of taxes only. He never complained about what happened only that he wished he could change it. He was a true Warrior, friend and good man.

Sandra, thank you for your very heart felt version of this terrible incident. It’s been 52 years since your fathers partner died in serving the citizens of California. May STO Story Rest In Peace as I hope you and your father know how much you are in our hearts. Your fathers loss of his partner is a terrible situation that most of us will never know. Thank your father for his service to our beloved Blue and Gold and May STO Story’s family know we will never forget him. Semper Fi and May God bless all involved in that fateful day.

I am the daughter of Ernest Goff who was Franke's partner on July 19, 1967. There is some misinformation being given about this incident on this website. Franke was not shot with his own gun--he was shot with my father's gun. Franke and my father stopped Juarez (one of many aliases of the perpetrator)for a tail light infraction and while Franke was questioning Juarez - my father was on the radio calling in the license plate number. Franke was suspicious that something was up so he came around to the drivers' side of the patrol car to tell my father of his suspicions. Distracted, my father looked up at Franke--that was when Juarez snuck around and reached inside the passenger's side of the patrol car -(my father's right leg was outside while he was leaning in to radio) Juarez grabbed my father's gun from his holster and shot my dad with it, and then began to shoot at Franke. After Franke was down, unable to retrieve the sawed-off shotgun, my father, wounded, crawled out of the vehicle and crawled over to Franke and picked up Franke's gun (at this time my father had no idea whether Franke was dead or alive--there wasn't time to check) He began shooting it out with Juarez with Franke's gun. When it was apparent that both weapons were out of ammunition, my father wrestled Juarez around in the bar pit and sat on him until reinforcements came. My dad and Franke were goods friends as well as partners. I was in jr. college at the time and remember this incident vividly--I also remember babysitting for Franke and Michelle (Franke's wife) on several occasions. They had a beautiful little re-headed daughter who was approximately 2 yrs old when she lost her daddy. My father never missed a parole hearing--he wanted to make sure that Juarez never got out of prison--this was not the perpetrator's first offense. (Juarez died in prison of a heart attack many years later) He had been in and out of jail most of his life and the vehicle that he was in when Franke and my dad stopped him was stolen and had been driven across the state line from Arizona to Calif.

It's hard to believe it's been 40 years. I was home on leave prior to going overseas in the Army on that fateful early a.m. I drove past the crime scene just before dawn and saw the Imperial County Sheriff and CHP 'working' the crime scene. During the rest of my career as a US Army MP enlisted man and later an officer I always remembered how a peace officer from my home area had been killed with his own weapon. Whether working the field or as a training instructor I was fanatic about 'protecting your piece' ( sometimes it made me subject to scorn and ridicule-but it was worth it ) and even carrying an unauthorized back up gun. I hope STO Story's tragic death helped me prevent injury or death to one of my subordinates or students. RIP

Out there, every day, facing danger. We all do it and never think it's going to be us with our names carved on the wall.
Your tragedy proves that sometimes it IS us.
Thank you for your service.
God bless you and your family.
